Inline Water Filter With Easy Cleanout

I use water-saver.org (Mebane NC) FlushSaver Deluxe toilet flush kits inside two American Standard house toilets.
Water from Portland via the West Slope Water District (wswd), recently upgraded street connection with inside quarter-turn shutoff, ancient (1960) steel pipe plumbing inside house (FIXME).
No inline filters between wswd and the toilets; some crud makes it through.
Recently, crud got into the downstairs toilet tank filler valve, and it would not shut off. The FillerSaver Blue Standard product page shows an inline red Sediment Screen Filter; none with last year's order. Without the screen, I can imagine crud from the 100yo street water lines making it into the FillerSaver and preventing it from sealing. perhaps I should have forced water into the outlet, which might have blown the crud back down to the inlet. Someday I will try that with the replacement FillerSaver.
The screen filter shown on the web page is in-line; to clean it or replace it requires turning off the water valve feeding the toilet, unscrewing the connection hose at the base of the tank, and hoping that the screen filter isn't damaged; Water Saver doesn't sell separate "red inline" replacement filters. Water Saver does sell a separate Tank Filler Filter with a stainless steel screen; almost deluxe, but cleaning the filter still requires shutting off the water, unscrewing the screen cartridge, cleaning the screen (toothbrush), and reassembling.
There's an quicker and easier way, which could become a new product for water-saver.org. A three position, two outlet "rotary filter" with a "clean filter" position that washes crud out of the screen and into a bucket below.

Turning another 90 degrees blocks flow in both directions, drains the valve, and the very few bits of crud that were left on the "counterclockwise" side of the filter.
give I want a few valves like this, and could probably make then with a precision 3D plastic printer. Perhaps the flush-saver engineers will make a product like this and send me a few to beta-test.
