A citizen is a situationally motivated (and ideally self-assigned volunteer in many temporary collaborations, in parallel, where "temporary" may span a lifetime or a the raise of an eyebrow. Unlike a component in a machine, a citizen can and SHOULD choose her collaborations, and relinquish them for others when better opportunities seem to arise.
